Concerns raised over Vietnam’s largest infrastructure project

The tentative total investment for the North-South high-speed railway, according to the Ministry of Planning and Investment (MPI), is about US$26 billion – $32 billion less than the previous proposal by the Ministry of Transport (MoT). The project will be implemented under the Public-Private Partnership (PPP) model, with 80 percent of the investment allocated from the State budget and the rest funded by the private sector.

MPI warned against depending on foreign partners to operate the system and asked MoT to accelerate multilateral co-operation to reduce expenditure and encourage the private sector’s participation.
